A bill to authorize Federal agricultural assistance for the territories and possessions of the United States and the Trust Territory of the Pacific Islands and for other purposes.

Authorizes the Secretary of Agriculture to extend programs under the jurisdiction of the Department of Agriculture to Guam, the Northern Mariana Islands, the Trust Territory of the Pacific Islands, and American Samoa and to adapt such programs to the needs of such territories. Directs that such programs be carried out in cooperation with the respective territorial governments.

Authorizes appropriations necessary to the purposes of this Act.
