A bill to amend the National Foundation on the Arts and Humanities Act of 1965 to authorize the purchase and display of works of art, and for other purposes.
Art Bank Act of 1979 - Establishes within the National Endowment for the Arts an Art Bank to be headed by a Director.
Authorizes the Director to: (1) purchase visual works of art for the Art Bank; (2) provide for the safe and secure storage, transportation, and insurance of such works; (3) make such works available on loan to Federal facilities; (4) make such works available on loan to museums, and by lease to State and local governments, nonprofit institutions, and private corporations for public display; (5) sponsor exhibitions of works from the Art Bank; (6) select periodically works from the Art Bank for public auction; and (7) assist State and local governments and nonprofit institutions in the establishment of art banks.
