A bill to amend title XVI of the Social Security Act to prevent an individual from disposing of property to a relative or any other person, without fair compensation, in order to qualify for SSI benefits.

Amends title XVI (Supplemental Security Income) of the Social Security Act to make any individual ineligible for SSI benefits if within 12 months of applying for such benefits he or she: (1) disposed of property which, if retained, would have prevented such individual from being eligible for SSI benefits; and (2) received no compensation for the property or received compensation in an amount more than 10 percent below the fair market value.
