Rules Enabling Act Amendments Act of 1979 - Amends the Rules Enabling Act to empower the Judicial Conference of the United States, rather than the Supreme Court, to prescribe, contingent upon Congressional approval, rules of pleading, practice, and procedure for Federal courts.
