A bill to provide for the collection and publication of information on middle distillate supply and demand within each of the states.

Directs the Secretary of Energy to establish and maintain a data collection program for monitoring the supply and demand levels of middle distillates on a monthly basis in each state.

Specifies that such program provide for: (1) the collection of relevant demand and supply data; (2) making such data available to Congress, State agencies and the public; and (3) the review and adjustment of such data and projections.
