A bill to amend the provisions of title 18 and 28 that are commonly called the Rules Enabling Acts to provide a uniform method for the proposal and adoption of certain rules of court by the United States Supreme Court, and for other purposes.
Rules Enabling Act Amendments Act of 1979 - Amends the Rules Enabling Act to empower the Supreme Court of the United States to prescribe general rules of pleading, practice, and procedure for Federal courts only upon the recommendation of the Judicial Conference of the United States. Requires the Judicial Conference, within specified periods of time, to publish proposed rules and a list of issues raised by such proposals in the Federal Register, and to accept and consider, before making its final recommendations, timely written comments on such proposals.
