Community Restoration Act - Amends the Housing and Community Development Act of 1974 to authorize the Secretary of Housing and Urban Development to make grants to local governments for the purpose of funding qualified nonprofit neighborhood organizations engaged in activities designed to improve housing and prevent neighborhood deterioration.
Limits to $50,000 any grant made by a unit of general local government to any organization in any fiscal year.
Directs the Secretary to oversee the auditing and accounting of all moneys received and spent by units of local government and community organizations.
