Neighborhood School Act - Eliminates the jurisdiction of Federal courts to make any decision, enter any judgment, or issue any order with regard to the assignment of pupils to a particular school on the basis of their race, color, religion, or national origin.
Prohibits the withholding of Federal financial assistance by any Federal department, agency, officer or employee to achieve such student assignment.
