A bill to establish a pilot program to provide partial Federal funding for directors of research and planning of local educational agencies.
Educational Research and Planning Act of 1979 - Authorizes the Commissioner of Education to make grants to 40 local educational agencies to promote the establishment of local offices of educational research and planning. Provides that such local agencies shall be selected with consideration being given to: (1) student enrollment; (2) geographic distribution; (3) property values within such agency's area; and (4) urban, suburban, and rural areas.
Sets forth eligibility requirements for such agencies and grant application guidelines.
Provides that each participating local educational agency shall have a director of research and planning to administer and coordinate activities. Sets forth the functions and responsibilities of such directors.
