A bill to amend the Internal Revenue Code of 1954 to authorize the payment of attorney's fees to taxpayers who prevail in tax litigation.

Amends the Internal Revenue Code to authorize a court, in any civil action in which tax liability to the United States is asserted, to award reasonable attorney's fees and costs to a prevailing party.
