A bill for the relief of certain persons and States and political subdivisions thereof for damages sustained as a result of the Great Lakes and Saint Lawrence Seaway season extension program.

Directs the Secretary of the Treasury to settle claims in amounts determined and certified by the Secretary of the Army due to any person, State, or political subdivision for damages sustained as a result of the Great Lakes and Saint Lawrence Seaway season extension program.

Requires applications for compensation to be filed within two years of the completion of such program.

Limits the recovery of attorney's fees in connection with such claims subject to criminal penalties for exceeding such limitations.
