Amends the Fishery Conservation and Management Act of 1976 and the Atlantic Tunas Convention Act of 1975 to include the Atlantic bluefin tuna under the management authority of the United States within the fishery conservation zone.
Declares that this Act shall take effect on the effective date of the regulations implementing the first fishery management plan for Atlantic bluefin tuna approved by the Secretary of Commerce.
