=Title I:= - Transfers the Foreign Claims Settlement Commission to the Department of Justice.
Requires the President to appoint, by and with the advice and consent of the Senate, a full-time chairman and two part-time members to the Commission to serve staggered three-year terms. Sets forth the compensation and administrative powers and responsibilities of the chairman and members of the Commission.
Directs the Attorney General to provide administrative services to the Commission. States that the claims decisions of the Commission are not subject to review by the Attorney General.
=Title II: Annual Assay Commission= - Abolishes the Annual Assay Commission and the positions of assay commissioners.
Transfers the functions of such Commission and commissioners to the Secretary of the Treasury.
=Title III: United States Marine Corps Memorial Commission= - Abolishes the United States Marine Corps Memorial Commission.
=Title IV: The Low-Emission Vehicle Certification Board= - Abolishes the Low-Emission Vehicle Certification Board.
=Title V: Determination Order= - Directs the Director of the Office of Management and Budget to make such determinations and take such actions as are necessary to accomplish the purposes of this Act.
=Title VI:= States the effective date of this Act.
