A bill to extend for ten years the period during which the Secretary of Agriculture may enter into contracts under the Great Plains Conservation Program and for other purposes.

Amends the Soil Conservation and Domestic Allotment Act to extend for ten years, until December 31, 1991, the period during which the Secretary of Agriculture may enter into contracts under the Great Plains conservation program.

Increases the ceiling: (1) on the authorization for the entire Great Plains program from $300,000,000 to $500,000,000; and (2) on the authorization for annual program payments from $25,000,000 to $50,000,000.
