A bill to limit the service of civil process by United States Marshals.

Stipulates that United States marshals shall not perform service of civil process on behalf of any party other than the United States, unless ordered by the court in extraordinary circumstances or required by statute.

Eliminates the authority of the courts and Government of the Canal Zone to utilize U.S. marshals.
