Amends the National Trails System Act to include for study as national historic trails: (1) the Goodnight Trail, extending from Fort Sumner, New Mexico, to Cheyenne, Wyoming; and (2) the Goodnight-Loving Trail, extending from Concho, Texas, to Denver, Colorado.
