A bill to amend title 44 of the United States Code to permit Members of Congress, the Resident Commissioner from Puerto Rico, the Delegate from the District of Columbia, the Delegate from Guam, and the Delegate from the Virgin Islands to transfer their copies of the Congressional Record to private, tax-exempt schools.
