A bill to require States to participate in a system of regional Presidential primaries administered by the Federal Election Commission, and for other purposes.
Regional Presidential Primaries Act of 1979 - Establishes five regional Presidential primary election districts and sets dates for primary elections to be held in such districts for the purpose of electing delegates to the national political conventions.
Directs the Federal Election Commission to reimburse each State for costs of conducting a regional primary under this Act.
Directs the Commission to report to the Congress and the President on steps it has taken to carry out such regional primary system.
Declares that this Act shall supersede and preempt State laws relating to the nomination of any Presidential candidate.
