Establishes the Chaplain Corps of the Navy outside of the Bureau of Naval Personnel to be headed by a Chief of Chaplains appointed by the President with the advice and consent of the Senate.
Authorizes the Secretary of the Navy to detail an officer in the Chaplain Corps to the position of Deputy Chief of Chaplains if such officer: (1) is on active duty; (2) is not on the retired list; and (3) has served on active duty in the Corps for at least eight years.
