Declares that the Department of the Army should have provided guidance on the potential ramifications of receiving readjustment pay to a named individual and that the law requiring repayment of 75 percent of such pay by immediate deduction from retired pay is unfair. Requests remission of such indebtedness of such individual upon retirement. Stipulates that such individual volunteers to repay entire debt on a prorated basis.
