Hearing Dog Training Act - Directs the Secretary of Health, Education, and Welfare to make grants to establish no more than one hearing dog training center in each of the ten Standard Federal Regions. Sets forth the eligibility requirements for such assistance, including that the center must train each year at least 200 hearings dogs (dogs trained to alert hearing handicapped persons to sounds) and must provide each such dog to a hearing handicapped person at a fee of not more than $25.
