A bill to provide for the suspension of the granting of operating licenses for nuclear fission power plants, to provide for the orderly take-over of existing and operational nuclear fission power plants by the United States Government, to require the President to order the ambassador to the United Nations to seek a ban on nuclear fission power plants, and for other purposes.
National Human Life Survival and Preservation Act - Prohibits the Nuclear Regulatory Commission from issuing nuclear power plant operating licenses beginning on the day after enactment of this Act.
Directs the Commission to train and employ nuclear engineers, technicians, and other necessary personnel to operate licensed nuclear power plants.
Directs the President to instruct the United States Ambassador to the United Nations to seek a ban on the construction of nuclear fission power plants throughout the world.
Provides that the liability of the United States for damages caused by nuclear power plant personnel trained and employed under this Act shall be governed by the Federal Tort Claims Act.
