A bill to amend the Clayton Act to promote enforcement of the antitrust laws and conservation of judicial resources by clarifying the application of the common law doctrine of collateral estoppel in antitrust litigation and for other purposes.
Amends the Clayton Act to give judgments in antitrust actions brought by the United States collateral estoppel effect in subsequent private litigation. Directs that such effect shall not be given to administrative findings and certain findings by the Federal Trade Commission.
Declares that this Act shall not be applicable to antitrust actions brought before its enactment.
