Amends the National Traffic and Motor Vehicle Safety Act of 1966 to require notice of a tire defect or lack of compliance with applicable Federal motor vehicle safety standards to be made by the manufacturer by first-class mail to the most recent purchaser known to the manufacturer, and by public notice if the Secretary of Transportation determines such public notice is necessary in the interests of motor vehicle safety.
Sets forth the criteria the Secretary must consider in reaching such a determination.
Permits the manufacturer to make the required notice by certified instead of first-class mail.
