A bill to amend title XVI of the Social Security Act to provide that an alien may qualify for supplemental security income benefits only if he both is a permanent resident of the United States and (unless he becomes blind or disabled after his permanent residence begins) has also continuously resided in the United States for at least five years.

Amends title XVI (Supplemental Security Income for the Aged, Blind, and Disabled) of the Social Security Act to make benefits under such title payable to a resident alien only if such alien has continuously resided in the United States for at least five years. Exempts those aliens who are blind or disabled and whose blindness or disability arose after the date on which the permanent residence of such alien in the United States began.
