Quality of Surgical Care Act of 1979

Quality of Surgical Care Act of 1979 - Amends part B (Professional Standards Review Organizations) of title XI of the Social Security Act to require a Professional Standards Review Organization to determine whether an elective surgical procedure is medically necessary. Stipulates that no such procedure may be found by such an organization to be necessary unless in the written opinion of at least two qualified physicians, the procedure is considered necessary. Prohibits payment of benefits under titles V (Maternal and Child Health), XVIII (Medicare), and XIX (Medicaid) of the Social Security Act for such procedures unless such a determination and second opinion are provided.

Provides for Federal reimbursement of 100 percent of the costs of such opinions under title XVIII and 90 percent of the costs under titles V and XIX.
