Amends the Soil Conservation and Domestic Allotment Act to extend the period wherein the Secretary of Agriculture may enter into contracts for the conservation of soil in the Great Plains conservation program through December 30, 1991. Increases the funding limitations placed upon such program. States that this Act shall become effective October 1, 1980.
