Agency Responsiveness Act of 1977 - Requires each Federal agency to take steps which will improve the uniformity, speed, and comprehensiveness of such agency's response to citizen complaints and inquiries.
Requires each agency to submit to Congress a report describing the inquiries received, the agency procedures for handling such inquiries, and the responses to such inquiries.
Directs Congress to consider each agency's efforts in responding to such complaints and inquiries when allocating funds in the annual congressional budget.
