Congressional Energy Conservation Act of 1979 - Requires the payment of a fee by Members of Congress and congressional employees for use of congressional parking facilities for the expressed purpose of encouraging the American public to conserve petroleum.
Stipulates that such fees shall be initially set at $50 per month and shall thereafter be determined jointly by the Speaker of the House of Representatives and the President pro tempore of the Senate.
