A bill to amend the Controlled Substances Act of 1970 to decriminalize the possession of marihuana, and for other purposes.

Amends the Controlled Substances Act to establish a civil fine of not more than $100 for anyone who: (1) possesses not more than one ounce of marihuana within a private dwelling, or in a public area and does not consume such marihuana; or (2) distributes or transfers lawfully possessed marihuana in a not for profit manner.
