Amends the Electronic Fund Transfer Act to specify that notice given by a consumer to a financial institution regarding an unauthorized electronic fund transfer shall take effect upon the proper dispatch or mailing of such notice and not upon the receipt of such notice. Makes the Act effective generally September 10, 1979, except for specified provisions concerning consumer liability for unauthorized transfers, the issuance of cards or other means of access to accounts, and periodic statements of each account.
