A bill to require the Secretary of Transportation to approve a project for the construction of an acoustical barrier along a portion of the Interstate System in Philadelphia, Pennsylvania and to increase the Federal share of such project.

Directs the Secretary of Transportation to enter into an agreement with the State highway department of the State of Pennsylvania for the construction of a second acoustical barrier along a specified portion of Route 95 of the Interstate System in Philadelphia. Stipulates that the Federal share of such project shall be 100 percent of its cost.
