Education for Responsible Citizenship Act

Education for Responsible Citizenship Act - Declares the purpose of this Act to be to: (1) assist in conducting research, development, and dissemination activities related to citizenship education; and (2) encourage the improvement of citizenship education in schools and communities.

Directs the Commissioner of Education to enter into a contract with a private or public nonprofit institution to plan and establish a National Center for Citizen Education. Sets out such Center's functions, including: (1) developing citizenship education programs for use in schools and community agencies; (2) developing a national program for the advocacy of citizenship education; (3) teacher training in fields related to citizenship education; and (4) developing a model State plan.

Authorizes the Commissioner to provide grants to States submitting a State citizenship education plan consistent with the model State plan under this Act. Authorizes appropriations for the Commissioner to carry out such grant program, and provides that such appropriations be apportioned among the States on the basis of population.
