Amends the Export Administration Act of 1969 to prohibit the exporting of crude oil or fuels from the United States unless the President makes and publishes an express finding that: (1) any exchange of crude oil will not increase consumer oil prices; and (2) in the event of a petroleum interruption, exchange contracts make suitable provision for termination and that a practical means of refining and transporting such crude oil to other parts of the country exists.
Declares that any finding made and published by the President shall be deemed an energy action under the Energy Policy and Conservation Act.
