A bill to amend the Comprehensive Employment and Training Act to permit special purpose local governments and experienced nonprofit service agencies to serve as prime sponsors under that Act.

Amends the Comprehensive Employment and Training Act to permit special purpose units of local governments and nonprofit service agencies which have provided public services in their localities for a specified three year period to serve as prime sponsors under such Act.
