Amends the Small Reclamation Projects Act of 1956 to increase from $400,000,000 to $600,000,000 the amount of funds authorized to remain available for assistance to non-Federal organizations in developing reclamation projects, effective October 1, 1980.
Eliminates the interest charge on any portion of a loan under such Act which is attributable to providing benefits to a facility operated by a Government agency by furnishing water for fish and wildlife enhancement or public recreation purposes.
