Directs the Secretary of the department in which the Coast Guard is operating to establish a program under which towing vessels are to be inspected before being put into service and at least every two years thereafter to determine whether: (1) the ship is of suitable structure; (2) there are suitable accommodations for the crew; and (3) its condition is safe.
Authorizes the Secretary to prescribe regulations regarding the design, construction, repair, operation, and manning of towing vessels.
Authorizes the Secretary to prescribe reasonable fees for the inspection and certification of vessels under this Act.
