Prohibits any person acting under color of Federal, State, or local law from searching any place or seizing any thing in the possession or control of any person who is not suspected of committing an act that is a criminal offense under Federal, State, or local law and who does not consent to such search or seizure.
Grants a civil cause of action to any person aggrieved by a violation of this Act. Allows punitive damages not to exceed $10,000, plus reasonable attorneys' fees.
