Permits the postage-free mailing of letter mail not weighing more than one and one-half ounces by United States citizens to their representatives in Congress, to the President, and to the Vice President, provided such correspondence is sent to the business address of such an official.
Requires the Secretary of the Treasury to reimburse the Postal Service for the postage not received on such mail as a result of this Act.
