A bill to amend section 557 of title 5, United States Code, to provide for the disclosure of agency findings and recommendations in bank chartering and branching proceedings and in other related proceedings and to make the provisions of subsection (d) (relating to ex parte communications) applicable to such proceedings.
Sunshine Act Amendments of 1978 - Requires any Federal agency which conducts proceedings regarding the regulation of financial institutions to keep a public file of agency findings and recommendations at each major stage of any proceeding on the application for a bank or savings and loan charter, branch, or insurance for a State-chartered savings and loan association or branch. Prohibits inclusion of any confidential or privileged information in such public file.
Prohibits ex parte communications between persons outside such agency and persons involved in the decisional process of such proceeding.
