A bill for the relief of William H. Spratling.

Directs the Secretary of the Navy: (1) to determine the amount and effective date of the retired pay to which a named individual would have been entitled under specified circumstances; and (2) to certify such amount to the Secretary of the Treasury. Directs the Secretary of the Treasury to pay such amount, less specified compensation already received, to such individual.
