Requires the Environmental Protection Agency and the Food and Drug Administration, prior to the promulgation of any rule or regulation, to publish and make available for public comment a report which: (1) compares the risks which adoption of the rule would involve with the risks the rule would eliminate and with the risks of alternative regulatory or technological approaches to the rule; and (2) evaluates the quantifiable costs of such risks.
