A bill to require the Environmental Protection Agency and Food and Drug Administration to prepare a comparison of risk prior to the promulgation of any rule or regulation.

Requires the Environmental Protection Agency and the Food and Drug Administration, prior to the promulgation of any rule or regulation, to publish and make available for public comment a report which: (1) compares the risks which adoption of the rule would involve with the risks the rule would eliminate and with the risks of alternative regulatory or technological approaches to the rule; and (2) evaluates the quantifiable costs of such risks.
