Amends the Foreign Service Act of 1946 to entitle the unremarried former spouse of a Foreign Service officer who was married to such officer for more than ten years to: (1) up to 50 percent of such officer's annuity and lump-sum benefits; and (2) up to 100 percent of the annuity of any surviving spouse of such officer, based upon the period of service during which such former spouse was married to the officer.
States that the annuity of an officer who is or has been married at the time of retirement, or who marries after retirement, shall be reduced to provide a survivor annuity unless the officer and any spouse or former spouse indicate otherwise.
