Amends the Foreign Assistance Act of 1961 to authorize the President to furnish assistance to help developing countries alleviate their energy problems by improving their ability to use indigenous energy resources. Authorizes program assistance for: (1) research and development; (2) pilot projects to test new methods of energy production; and (3) the collection of information concerning indigenous resources and economic needs.
Allocates portions of authorized funds for geological and geophysical surveys to locate potential oil, natural gas, and coal reserves, especially in developing countries which are not members of the Organization of Petroleum Exporting Countries.
