A bill to provide for an annual report to Congress on the effect of cigarette smoke upon nonsmokers.

Amends the Federal Cigarette Labeling and Advertising Act to require the Secretary of Health, Education, and Welfare to include in his annual report to Congress on the health consequences of smoking, information concerning the effects on nonsmokers of involuntary inhalation of cigarette smoke.
