A bill to amend the Interstate Commerce Act by including independent owner-operator truckers as an exempted class under section 203(b) of that Act, and for other purposes.

Amends the Interstate Commerce Act to designate motor vehicles operated by an owner or a nonowner accompanied by an owner as an exempted category under such Act.

Prohibits any driver of a motor vehicle coming under such exemption to charge less than the lowest rate, fare or charge specified in tariffs or schedules on file with the Interstate Commerce Commission for identical or similar commodities between identical or similar points.
