A bill to authorize the Secretary of Health, Education, and Welfare to make grants to conduct special educational programs and activities designed to achieve conservation and nonuse of energy and materials, and for other related educational purposes.
Energy and Materials Conservation Education Act of 1979 - Establishes within the Office of Education a Council on the Conservation and Nonuse of Energy-Materials. Directs such Council to advise the Secretary of Health, Education, and Welfare regarding programs assisted under this Act.
Authorizes the Secretary to establish a program of grants and contracts with educational institutions and other public or private nonprofit agencies or organizations to support educational, research, demonstration, and pilot projects designed to achieve conservation and nonuse of energy materials.
Provides guidelines for the kinds of activities to be funded under this Act, and the funding application requirements.
Authorizes appropriations for fiscal years 1980 and 1981.
