Food Additives Amendment of 1977 - Amends the Federal Food, Drug, and Cosmetic Act to allow the use of a food additive found to induce cancer in animals if the Secretary of Health, Education, and Welfare determines that such food additive does not present a significant risk to human health.
Directs the Secretary to consider certain factors in making such a determination.
