Authorizes the Secretary of Transporation to make grants for projects to separate rail highway crossings where there is a substantial increase in use of those rail facilities in transporting coal to help meet national energy requirements and where such continued use will result in substantial delays in highway travel.
Stipulates that the Federal share of such a project shall be 80 percent of its cost.
Authorizes appropriations out of the Highway Trust Fund to fund such projects through fiscal year 1983.
