Declares that it is the policy of the Congress in the interest of public health to phase out Federal assistance which promotes the production of tobacco and the manufacturing and marketing of tobacco products for human consumption.
Directs the Secretary of Agriculture to study and report to the President and to the appropriate Congressional committees his findings and recommendations regarding the probable economic effects (particularly on family farmers) of the phasing out of specified Federal tobacco assistance programs.
